Haryana Chief Minister Manohar Lal Khattar on Tuesday moved a motion in the state assembly on the Chandigarh issue urging the Center not to take any action until all concerns regarding the Punjab Reconstruction Act have been resolved. The House also requested the Central Government to take steps for the construction of Sutlej-Jamuna Link Canal in compliance with the directions of the Supreme Court.
The move comes just days after the Punjab Assembly passed a resolution to immediately relocate Chandigarh to the state, with Chief Minister Bhagwant Mann accusing the Center of trying to upset the balance of governance in the Union Territory and other public resources. Chandigarh is the general capital of Punjab and Haryana.
“This House notes with concern that the resolution passed in the Punjab Legislative Assembly on April 1, 2022, recommends that the issue of relocation of Chandigarh to Punjab be taken up with the Central Government,” Khattar said during the special session. Here is the Haryana Legislative Assembly.
“The recent amendments to the BBMB (Bhakra Beas Management Board) rules by the Central Government for the appointment of full-time members go against the spirit of the Punjab Reorganization Act, 1966 which treats river projects as common assets of the successor states of Punjab. And Haryana, ”it says.
“In this situation, the House has decided to urge the central government not to take any action which would upset the existing balance and maintain harmony till all the issues arising out of the restructuring of Punjab are resolved,” it added.
